Yes, Heather, it is legal. It is called "skip-tracing". They cannot call you more than once though. The purpose of their call is to verify that the person they are trying to reach still lives at the address they have on file. They have probably tried calling this person multiple times and have had no luck. I would suggest if they call again, that you tell them you know they are only allowed one phone call to you and if they persist in these annoying phone calls; you will call an attorney and sue them for harassment. Keep in mind, you don't have to actually call an attorney but you can always threaten it! They use idle threats all the time so you may as well throw it back at them. HAHAHA! Good luck.
